Technically yes it was resolved based on the response @lgl3592 provided for a simply straight forward "question" that you asked. Unfortunately, you were not specific in providing additional information regarding the version of the Q400 in use, so one could only assume that you owned the PRO Edition of the Q400.
The PILOT Edition does not have the "Ready To Taxi" panel state feature, but the PRO Edition does. the user who responded to you original post provided the means by which one implements the "Ready To Taxi" panel state. Which is provided in the Control Panel Guide in your "doc" folder.
There are many things that can be done with this discussion if you plan on harnessing this tone. Folks are here to provide assistance and not be subjected to a rude responses! I do not tolerate that here.
However in fairness if you own the PRO and have read the CPAN manuals and attempted to set the panel state without resolve, then we can certainly look into what your issue may be,
