Why infos about runway 28 R bring me TUBEZ,VULCN,KURKK,BAMBB.it's opposite of runway 28 R ?

If you have the Jepp plate, on PAPPI you'll see a note saying "LANDING WEST EXPECT RADAR vectors to final approach course after PAPPI". This STAR doesn't have any transitions to any approach on RWY28R.
If you're using this STAR you'll either need to self vector yourself onto the approach, or if you're flying online then ATC should vector you to the approach. Could also just program the FMS to go direct to the IAF after PAPPI if you don't want to vector yourself.
