UHF Volume
I've got to not be seeing something here, but how do you control the volume for UHF1 & 2? I think that it's turned off, or down because I'm getting zero volume from AS2016 and default ATC when the ARCDU is turned to ATIS. However, it works just fine in the default C172.

Got it.. Confusing 'V' with 'U'.. Unfortunately, still no sound from ATIS, but I can adjust the volume.
Okay, so default ATC is coming through headphones, while other aircraft sounds though speaker even though main and headphones playback set to same mapper. Active Sky ATIS feature still not playing. Interesting.
Update: Active Sky works on the First Officer's comm panel, but not the Pilot's side. Confused as are the folks at Active Sky, but it does work.
It is very possible that you may have a self induced switchology issue. Difficult to say as one would have to see or hear your attempted config.
Sorry for the late reply. It's a minor annoyance, but would be willing to post a video, etc. if it would be of use. Otherwise, I'm just filing it a one of life's little unknowns.
Notwithstanding the sound mapping options within the Dash 8 Control Panel app, which I think you have already mentioned by using the word "mapper" in one of your posts, I offer the following comments/suggestions. I offer these despite the fact it is working for you on one side of the Dash 8 panel versus the other ...
First off, check that you are not using the "Standby COM Panel" in the Dash 8. The Standby COM panel can be used to set the COM1 frequency in the case of the ARCDU units failure.
Secondly, I note you have mentioned that the folks at Active Sky were left confused. So I have to assume you've already checked and double-checked the sound settings options within Active Sky itself.
Thirdly, although obvious, and possibly already mentioned indirectly in your post(s), I assume you do have the appropriate volume levels (volume knobs) on the appropriate ARCDU units (Captain's side, First Officer's side) turned up appropriately?

OK ... and now for some left-field suggestions, despite the fact it is working for you on one side of the Dash 8 panel versus the other ...
The first thing that popped in to my mind was that perhaps your issue has something to do with how you have configured the sound options within the simulator itself.
For example, here is a screenshot (below) showing P3D v4.5 sound options, where it is possible to set different outputs for different things such as "Primary Playback" versus "Voice Playback".
You don't mention which sim you are running, but I will assume the settings might be similar (or the same) in your version of the sim.
Maybe have a look here in case something obvious (or, not so obvious) jumps out at you.

Another place to check would be the Windows sound settings (again, I am assuming you are using Windows and not Xbox) where it is also possible to set separate sound outputs. In my case, shown here, I have a HDMI sound output (ASUS VP248 is a HDMI monitor with built in speakers) and a normal speaker output.

I reiterate that I acknowledge you have said it is working for you on one side of the Dash 8 panel, so simulator configuration options and Windows sound settings suggestions may have absolutely nothing to do with the issue. But, I also know that sound settings within Windows can certainly cause strange and unintuitive behaviours if not set up 100% correctly.
