If there is no one at Avsim available, or willing to paint it, you could try asking KiwiFlightSim.com. They are payware, and they do take requests. Since the JAZZ livery looks fairly straight forward it may not take too long to do. I have one of their repaints (Provincial Airlines) which was made available here and like the quality.
