Control Panel - Missing the option for "Cabin as a part of:"

Hi Everyone,
I have found a very unusual problem with the Q400 control panel. On the "Flight Config" page
the option for "Cabin as a part of" is missing. The correct bmp file (page_FCONF_training.bmp) for the training version is present in the cpan/res folder; it just isn't being used by the control panel. Instead I am seeing the "flight Config" page for the cockpit edition which uses this bitmap. (page_FCONF_cockpit.bmp) See images below.
Has anyone else noticed this in their setup? I have installed/reinstalled (3 times) the Q400 using my administrator account, and also right clicking the installer/selecting "running as admin" option. I have to admit I have no clue on how to solve this, so am hoping to hear something from some of the talented users here who may have an idea.
