Cold Weather No Fuel Flow On Start

Following my checklists as I have done successfully hundreds of times within P3DV4 with Active Sky weather, I attempted to start engine #2.

As NH rose, I advanced CL #1 to Start and Feather. The FF remained at 0 and there was of course no start.

I aborted the start and moved the airplane from its current location (OAT -16C) to a warmer location (OAT 7C) and tried again. The start proceeded normally.

Is there an OAT limitation which inhibits engine start related to weather?

    It appears that your engine intake heaters were not switched to the ON position. The aircraft assumes that during such cold temps on the ground there may be ice/snow ingestion at the engine intakes, especially if you were sitting on the ground for a while.
